... allow someone to be able to ship to an alternate shipping address only if they have an account or create an account.

I thought there was a setting that allowed an alternate shipping address for those with an account. Am I mistaken?

Sure, if they've added an alternative address in their account's Address Book. In Checkout they click 'Change Address' in the Shipping/Delivery box, or 'Edit' in the checkout confirmation area, depending on which checkout you're using.

Thank you for the reply Simon but what I am looking for is to not allow that option unless they create an account... or ... not allow it unless I specifically say they can.

I am investigating this because over the last few months I have been getting a lot of orders from similar areas shipping to alternate addresses that turn out to be stolen cards. Example: Someone orders from Chicago IL with a valid address and they want it shipped to another address in Chicago IL that is a bogus address.

I want to not allow them to do this until they have ordered from us before ....

This idea is not formulated yet but this is my first take to tackle this problem.

So try limiting the number of addresses in the address book to 1 in Admin >> Configuration >> Max Number Address Book entries.

Next one under Admin >> Configuration >> Shipping -> Skip Shipping Page and then remove the link on the checkout confirmation (or OPC page) to edit delivery address.

Other options too if these don't work, but I'd try these first.

Thank you Simon.

After your suggestions it has come clear to me that CRE actually does have this 'feature' built in as I thought it did.

In a brief:

I figured it would work this way.....
New customer would get an option to ship only to their billing address.
Once they have made a valid order an admin could enable them to be able to then ship any further orders to an alternate address. (Their validated and trustworthy so they can ship to ship to alternate (non billing) address).

Where is this feature 'built-in'? Are you talkin about a B2B customer group setting?
If I create a new customer on a CE 6.4.1a, add a different address to the AB, go through the checkout, I can edit the Delivery Address on the checkout confirmation page to the one different from the Billing and place the order ... ? Or maybe they've changed this since 6.3 ... ?

Damn it... That should have been "Doesn't" or "does not".... :oops:

I've fixed my "you" versus "your" habit, but I guess I need to proof-read a bit better.
