After upgrading from 6.4 to 6.5 i get the following error in the admin section when i go to view any order.
Fatal error: Call to undefined function cc_decrypt() in ...admin\includes\runtime\orders\crypt_orders_transaction.php on line 39

Any idea where this function should be defined or what to look for.

Following on from your solution to the validations issue - this is either a RC version that is way out of date (ie pre PCI compliance) or a customised cart with old code. There is no call to decrypt in 6.5 - I'd suggest looking at whatever file relates to the screen you're on when you get the order and commenting out all the old calls to this function.
