hello,
i'm trying to change the value for free delivery from 75 to 50 but i can't find the MODULE_ORDER_TOTAL_SHIPPING_FREE_SHIPPING_OVER any idea where is defined

That's because it's not used in 6.4.x carts. Use the freeshipper (shipping) module instead.
