I tried to enter a coupon giving a 100% discount coupon. I was only able to get it to work by going directly to the coupon table and changing the data there. I just tried on the 6.3 demo site, and the same thing happens. for more see this Thread

I wasn't able to reproduce it on my site, I guess I fixed it. There's like 10 or so bugs related to coupons that I came accross. I know this doesn't help much, but the good news is that's its fixable.

Just report it to the CRE Tracker, I'm sure it will be promptly fixed in 3 to 6 months.

I have also run this test against the current 6.3 B2B demo and a current 6.3 QA site and see no issue. I was able to use a discount coupon for 100% and received a message "Congratulations! Your Order Total is Zero, please select confirm order to continue."
