What is the best way to attach a PDF to each product that allows a link to the PDF.

You can add the PDF file as FDMS attached file to your product. You can install the FDMS through your cart admin >> modules >> addon >> FDMS . You can also create a download attribute, specify the file name and assign that attribute to your product and the last method is to just create a hyperlink in your products description.
