My client had her host make her entire server 755 permissions. After doing so she is receiving Unable to connect to database server! errors.
I tried setting the congig files back to 777 and this did not fix the issue.
The passwords are all correct (the files were ot changed and the site was working prior to the change).

Does anyone know how to fix this issue without having to reinstall.

Yeah? Name the hosting company, one to avoid.

Files to 644, folders to 755 - exceptions would be /cache, /tmp, /temp, admin/backups, /images ... ones that need write permissions if you want to be able to upload to them. The 2 configure.phps should be 444.

A competent hosting company should be able to make these changes in a few seconds.

Did the site work before changing permissions?

I have installed CRE Loaded before changing permissions as u asked, the resulted installation show me this message when click on go to store: Unable to connect to database server!
and this message when click go to admin:
