in the new CE version.

in the admin control panel: Configuration--->Sessions---->Force Cookie Use

i set the value is: True

then in the product_info.php page, i cant not add the product to cart, when i click the add to cart button, the shopping_cart.php page notice is: "the shopping cart is empty"

i set the "tmp" folder is Read-only attribute .

Are you storing session cookies in /tmp ? Why not use 'mysql', no need to force cookies then.
Make sure configure.php has 'mysql' as session storage:
Code:
define('STORE_SESSIONS', 'mysql'); // leave empty '' for default handler or set to 'mysql'

define('STORE_SESSIONS', 'mysql'); // leave empty '' for default handler or set to 'mysql'

this is the set before.

This has been set, I have never altered

My point being that /tmp would only be used if you were storing sessions on the fileserver and not in mysql.
