Loaded Commerce Community

I would need to credit the accounts of our customers every week with varying amounts. Can this be done?

Details:
1) The total should be cumulative (similar to to a Frequent Flyer program, but only difference is that this is in $$) Customers should be able to login and see the updated amount. This amount can be used to purchase the products on sale.
2) Perhaps, an easy update could be done, like a Bulk Uploader for the above through excel file.
3) A followup email for the customer indicating the credited amount, and total balance available to them.

I see that in CRE Loaded 6.4, there is a Report on Customer Credit, so i think Credit Note method is available, but i can't seem to find it anywhere in the Admin Panel.

Any assistance here will be greatly appreciated.
