Is my website hacked ?

Hi,

Recently my site got blacklisted with google and when I saw the source of the files, I found the below code in many files....can anyone tell me if that code is normal or that is hacked and I should remove that ?

Hi CRE Loaded staff,

So when can we expect a security update from your side? The latest version is in 2009. There is no use for you to get any of the Internet standard / compliance without a secure source code base.
