When I click on a category, I get 10 products on each page.

My layout holds three products in each row.

How can I set that to 9 per page so I get 3 rows of 3?

it's the (il)logical "Search Results" setting in Config>Max Values

Agreed - it is stupid. It sets the max rows displayed for a number of screens, including how many orders you can see on the orders list.

I find most of the max values are pointless anyway and junk up the configuration table. Reasonably straight forward to create your own values / constants though.
